Before now, this agency was known as The Electricity Management Services Limited (EMSL) it was later changed and renamed to The Nigerian Electricity Management Service Agency (NEMSA).

It was formed or created by the Federal government in accordance with the provision of the first part of Section 8 of the Electric Power Sector Reform (EPSR) in the year 2005.

It was further supplemented with regulation number 46/47 (B499 452) of the Federal Government Official Gazette No. 374 of 2010 and the NEMSA Act. No. 6 of 2015.

In accordance with the provisions of the Nigerian Electricity Management Service Agency (NEMSA) Act 2015 and statutory regulations, it is compulsory that all installations of electricity in power plants or stations, Distribution, and Transmission networks/Systems as well as other allied industries and workplaces that make use of electricity not forgetting to mention all electric meters and instruments to be installed in the Nigerian Electricity Supply Industry (NESI), are duly checked, verified and licensed by the inspectors of NEMSA and the test stations of the NEMSA before they can be distributed for use within Nigeria.

The driving force of NEMSA is that they want to be a world-class rated agency in their technical enforcement as a result of ensuring standardization, safety, quality, and competence for NESI.

They hope to achieve this by engaging the services of only skilled and well-trained personnel while also training them to be more efficient on the job.

The mandates of NEMSA are as follows:

  1. To ensure that materials, instruments, and equipment that are used in NESI are of standard quality and specifications.
  2. To see to it that the lives and properties associated with NESI are safe and this includes both residential and commercial.
  3. To ensure that instruments used in NESI which includes electrical meters are of the right type and quality in order to ensure proper accountability of the amount of energy that is supplied, delivered, transmitted, and used by energy consumers as long as the power supply value chain is concerned.
  4. To guarantee that the networks and power systems that have been pre-installed have been properly planned, designed, and executed before they are put to use in order to certify that the systems can deliver safe, regular, and reliable power supply to customers across the nation.

  1. To certify and advance the expertise and skill of all technicians that install electricity as long as the NESI is concerned.
  2. To provide any other technical services professionally for profitable opportunities in NESI which includes R & D, Electricity Information Management Systems (EIMS), Testing & Repairs of Transformers, Special Health care services, etc.
  3. To provide the necessary statistics, library services, and information for shareholders, researchers, academia, investors, etc. by virtue of the Electricity Information Management System.

Functions of Nigerian Electricity Management Services Agency

By virtue of the NEMSA Act 2015, The Functions of Nigerian Electricity Management Services Agency (NEMSA) include: 

  1. Inspect electrical services for the NESI
  2. Make sure that all technical electrical standards and regulations as required by the constitution through the Electricity regulatory commission are followed.
  3. Partner with the Standard Organization of Nigeria (SON) and other government agencies that are concerned to make sure that all electrical materials that are deployed and used in Nigeria are of good and standard quality.

  1. Make sure that the power network and systems that are installed have been properly tested and verified before they are used just to ensure that the systems that are put to use can deliver a reliable, safe, and sustainable supply of electricity to electricity consumers across the nation.
  2. Impose strict compliance with technical standards when it has to do with installations of electrical materials as well as plants which includes ancillary systems and power plants, connectivity to the grid, and electric networks.
  3. Enforce the parameters for the installation of meters for transmission systems, the supply of electricity, and distribution networks.
  4. Ensure that the technicians and every other person in the electricity service comply with the requirements for safety, operation, and maintenance of transmission systems, electric installations, electrical power plants, and distribution networks.
  5. Inspect Engineers who want to inspect, test, and certify all categories of electrical installation in the NESI.

  1. Make available detailed and comprehensive support technically which will assure the efficiency of production and delivery of reliable and safe supply of power as well as enhance efficiency in service delivery throughout the industry.
