In accordance with the NIHSA Act of 2010, the Nigeria Hydrological Services Agency was formed and signed into law by President Goodluck Ebele Jonathan on the 27th of August 2010.

The Act led to the publication of the Official Gazette of the Federal Government of Nigeria No. 100, Volume 97 on 31st August 2010.

The Nigerian Hydrological Services Agency (NIHSA) was formulated as a result of the change of the defunct Department of Hydrology and Hydrogeology of the Federal Ministry of Water Resources.

It was in the quest to fill the widening gap that the lack of a suitable platform for the provision of the important hydrological data required for a lasting development crested that led to the establishment of the Agency.

The Agency is therefore by virtue of the constitution responsible for the assessment of water resources in relation to their quality, occurrence, quantity, and how readily available it is in space and time.

This, in turn, leads to the generation of hydrogeological and hydrological parametric statistics that are necessary for the carrying out of programs and execution of projects which has something to do with the development of water resources such as the construction of weirs for water supply, dams, irrigation, boreholes, Agriculture, mining and power generation.

The Nigeria Hydrological Services Agency (NIHSA) is also expected to tender a projection on droughts, floods, etc.

The mandate of the agency is the make available services that are tantamount to the assessment of the surface of the Nation and resources of groundwater in terms of quality, quantity, availability, and distribution in space and time; to ensure effective and long-lasting management of water resources.

The second part of their mandate is to maintain and operate hydrological stations across the nation and also perform groundwater monitoring and exploration through the use of diverse scientific techniques so as to make available hydrogeological and hydrological statistics they are needed for planning design execution and manage water resources and allied projects.

The agency seeks to provide the necessary information on the position and trends of the water resources of the nation which includes where it is located, space and time, dependable quality, extent, and possibilities of control and utilization through the availability of dependable and hydrological and hydrogeological data that are of high quality on a continuous basis.

To achieve its vision, the agency creates an ever-changing and advanced hydrological service that has the capabilities of supporting and facilitating the preservation, development, harnessing, controlling, and management of valuable marine resources in a manner that is sustainable.
